67 All Stakeholders should cooperate in identifying opportunities for growth; Focus on building tourism that opens up prospects for people - from employment to development; Work together to remove the impediments to growth - from infrastructure shortcomings to pollution, and from outdated legislation to meet health and security concerns.

Form major partnerships between the industry and the public sector, industry and the voluntary sector and industry and the public.
Encourage cooperation between the private sector and the communities in terms of developing (new) tourism products, crafts and joint marketing and to create a synergy between tourism development programmes and other (inter) national development programmes carried out by national governments, non-governmental organisations and United Nations bodies.
Adjust Government policies specifically in favour of the poor communities in general and to the needs of the poor in a well coordinated and integrated manner.
